Morocco’s sustainable-development framework
The Ministry of Energy Transition and Sustainable Development explains that Morocco’s framework law on environment and sustainable development provides an overarching regulatory context, while the National Sustainable Development Strategy translates strategic orientations into action.
Rehabilitation is a mining obligation
Morocco’s national action plan for the recovery of mining waste notes that Law 33-13 introduced an obligation to rehabilitate mining sites after exploitation, including provisions referenced in Article 60. Investors should treat closure and rehabilitation as project-design and financial questions, not as distant end-of-mine issues.
Environmental questions during exploration
- Where are water sources, seasonal drainage and sensitive receptors?
- How will access tracks, trenches, drill pads and camps be located and restored?
- How will fuels, drilling additives, samples and wastes be stored?
- What baseline information is needed before disturbance?
- How will land users and communities be informed and engaged?
- What permits or environmental studies are required for the proposed work?
Mine waste as risk and research opportunity
Historical mine waste can create environmental liabilities, but it may also contain residual mineral value. The correct approach combines geochemistry, mineralogy, metallurgy, hydrogeology and environmental risk. Morocco’s national mine-waste plan and current university research show growing attention to characterisation, recovery and improved management.
What investors should request
Ask for environmental baseline data, water assumptions, waste characterisation, rehabilitation concepts, stakeholder records and cost allowances. Technical upside should always be assessed alongside environmental obligations.
